>> according to a group of open government advocates, the obama administration's efforts and government transparency are mixed. the sunlight foundation held a forum on whether president obama lifted to his pledge to have the most open government in american history. this discussion is 90 minutes. >> good morning. welcome to the kayseri committee and transparency event on transparency in the obama presidency. i am daniel schuman with the sunlight foundation. welcome. there are many meanings of transparency. i'm not going to get into all of them today, but i'm sure there will be many different aspects. their widely divergent opinions on the successes of the obama administration and i hope to explore some of those today. president obama made a number of promises when he was running for president. a number are still available on change.gov. during the course of the administration, new issues came up. everything from campaign finance disclosure to dealing with the lawsuit and others on visitors logs. there's been a lot of changes during the course of the administration. what i
regulations, governing those industries. when the obama administration is adding hundreds of regulations every month particularly with health care industry, the environmental situation, i don't see any coming off of anybody whether it is health care interests or industry in general. >> guest: there are a lot of regulations. lot of bad regulations and i am not suggesting all forms of regulation are good but i do think it is very clear that for example some industries like big oil and gas companies have had benefits in terms of tax breaks, there has been an effort to push back up climate's regulation, whether it is a carbon tax or a movement toward global agreements on climate, there have been efforts to pursue certain kinds of regulatory approaches more beneficial and others such as promoting free trade agreements without intensively promoting the enforcement of trade and so forth. is not whether there's regulation or not or how many regulations there are but to the regulations favor and how they impact everybody else. >> host: david rothkopf is our guest. bob in marina, california is the next

administration, and they have openly said this. if you allow this to happen, president obama is going to put you in jail because of political dissent. there are people on my side who are afraid of law of war detention being in barack obama's hand because they think -- they hate him so much, they think that he is going to use a provision to protect us against an al qaeda attack to put them in jail because they disagree with his agenda. and it gets worse. i want you to know this. there has been a statement in our conference that habeas corpus reviewed by an independent judiciary for the intelligence community, the military would have to prove in court by a preponderance of the evidence that the person in question has, in fact, engaged in hostilities against the united states by helping the taliban or al qaeda, that's a requirement of the government. they have to prove that to the judge. that's not really a check on government power because the judge could be an obama appointee. as much as i disagree with president obama, as much as i think he has been a divisive president, in many ways has failed

not successfully negotiated a single new trade agreement during the first four years of the obama administration. and this administration has not yet asked congress for a renewal of trade promotion authority despite the fact that that t.p.a. expired over five years ago. the cost of inaction on trade is high because today we live in a global economy where american producers rely on access to foreign markets. more than 95% of global consumers live outside the united states. consider that in 1960 exports accounted for only 3.6% of u.s. g.d.p. today exports account for 12.5% of our g.d.p. exports of u.s. goods and services support over 10 million american jobs. if we do not aggressively pursue new market opening agreements on behalf of american workers, we will see new export opportunities go to foreign businesses and foreign workers. so while i'm pleased that we're considering pntr today, i hope that president obama in his second term will recognize the potential for increased trade opportunities through a more aggressive trade agenda. i look forward to the president signing this legislation into l
the obama administration put the payroll tax cut back on the table in the proposal. i know that the white house is doing these my# -- my2k hash tags. why not my3k because the payroll is back in it? >> that's a good question. i appreciate the contribution to the communication's thinking. the facts of the matter is we are clear that we believe unemployment insurance has to be extended, and we believe all the precisions expire at the end of the year have to be a part of the conversation and discussion. we are interested in payroll tax cuts being interested in very much part of the discussion. i'm not going to get into the specifics of our negotiations, but, you know, two things. one is we fought very hard. the president fought hard for the payroll tax cut and the payroll tax cut extension. around this time last year, i think i was entertaining similar questions, which is, why cannot the president meet with speaker boehner right now? the deal was done, and american families benefited enormously from it during a time it was important economically, and we'll evaluate that in the broader discuss
that we've decided several times. i can remember, i guess it was back in the early administration of obama, when he identified 17 areas in the united states that would be appropriate for incarcerating terrorists, that we would take out of gitmo. and one of those places happened to be fort sill in my state of oklahoma. i went down to fort sill. i looked at the facility that we had that was housed within fort sill facility. and there was a lady there whose name was sergeant major carter. i can remember when she came up to me, she said, senator, why in the world -- go back and tell these people back there that they don't understand what is going on. this is coming from a sergeant major. she happened to be a black lady. she had been down there for some sometime. she said go back and tell them that i had two tours in gitmo. there's no place that's more humane, there is no place taking care of them, no place where you can secure the area so that you protect our prison guards like gitmo. she even went on to say one of the biggest problems we had with the inmates in gitmo was an overweight problem

to compliment president obama, the response of the federal government was quick and decisive, and personal visits by the secretary of homeland security, janet napolitano, as well as administrator fugate were extremely important in calling attention and gathering information so that the federal government could assist very directly and immediately in this disaster recovery. the total amount of damages is very preliminary but dramatic. public infrastructure needs are in the tens of millions, and these estimates do not even take into account the possible public infrastructure damage that fema may be unable to reimburse due to the lack of flexibility within the hazard mitigation program. we've built our infrastructure to 100-year storm levels. unfortunately, the 100-year storm seems to be happening about every year, and we have to be prepared for this new normal by hardening critical infrastructure and taking the time and spending the money to conduct the infrastructure assessment that senator schumer spoke about doing. this kind of study and streamlined approach is absolutely what needs to be
